Duties of Head of Islamic State


Islamic ideology has properly defined particular functions and duties of the head of state. As head of the state is completely responsible regarding matters of state and affairs of the people. Dispensation of justice is the primary and fundamental job of Islamic state. Because injustice is root cause of all issues and problems. Thus, justice must be implemented on the urgent basis in the state.  Law and order plays an integral role in the security and prosperity of the country. Thus, Islamic state’s head is bound to provide law and order in all conditions.

 

Moreover, Islamic state’s Head is bound to establish a complete and comprehensive system of Zakat and Salah. It is his religious and spiritual duty. Head of Islamic state is obliged to protect the state from external and inner threats. Protection of people of the state from adverse conditions or enemies is also responsibility of the head. Head is bound to enforce Islamic laws. He must work for betterment of the poor, the orphans, the sick, the widows and many others. He must deliver some special packages for pilgrims of Makkah and Medina to facilitate them during performance of hajj. Islamic pilgrimage services from London can be taken as glaring example of it.

 

Amir of state must also safeguard and protect the Faith of Islam against deviations and innovations. He must enforce Hudood laws of Holy Quran in equally manner. He is responsible to defend the frontiers against foreign invasion. The association and implementation of Jihad against non-believers in order to create the sovereignty of Islam over all other faiths is also his primary duty. He must create a practical system regarding collection and imposition of Zakat and Kharaj. The head of state must look after the affairs of the government and must have exercise his power in the affairs of foreign policy matters.
